1.Soak kelp, steam in a bamboo steamer for about 30 minutes, remove, soak in clean water for 4 hours until fully rehydrated. Rinse, drain, and cut into rectangular pieces.
2. Wash pork ribs, score along the bone with a knife, then chop crosswise into 4cm segments. Blanch in boiling water, remove, and rinse thoroughly in warm water.
3.In a clean pot, add 1000g water. Place pork ribs, scallion segments, ginger slices, and Shaoxing wine inside. Bring to a boil over high heat, skim off scum, then reduce to medium heat and simmer for about 20 minutes. Add kelp pieces, return to a boil over high heat for 10 minutes. Remove ginger slices and scallion segments. Season with salt, drizzle with sesame oil, and serve.
